Yaounde, AMCOD Seat

By Leocadia Bongben

Yaounde is now the seat of the All Africa Ministerial Conference on Decentralisation and Local Government, AMCOD. AMCOD was officially accorded the seat during a ceremony that held at the Ministry of External Relations recently.

AMCOD Executive Secretary, Marafa Hamidou Yaya, also the Minister of Territorial Administration and Decentralisation, signed for this institution, while the Minister of External Relations, Henri Ayebe Ayissi, signed for Government.

AMCOD extraordinary session held last year with one of its strategic orientations for the 2011-2015 periods and the establishment of a permanent secretariat in Yaounde as an impetus of decentralisation and local development in Africa. Marafa said African decentralisation stakeholders found that the way forward was to promote decentralisation and local development.

AMCOD was created by African Ministers of Decentralisation and Development during the second edition of their conference dubbed ‘Africite’ that held in Windhoek, Namibia, in 2000.
The third edition that held in Yaounde enabled the Ministers to put decentralisation and local development at the centre of governance and political reforms in Africa.

Since then, African heads of state have recognised AMCOD as its specialised technical committee in terms of decentralisation and local development. The German Federal Ministry of Economic Development Cooperation is currently assisting AMCOD through GIZ.
